Vietnamese- German cooperation enhances safe migration, develops skilled labour resource sustainably

Dong Nai, June 21, 2024 – Programme “Partnership approaches for Development-oriented Vocational training and Labour migration” (PAM) officially concluded its activities last Friday at the LILAMA 2 International Technology College. Within the implementation period, PAM has piloted successfully the training and migration programme, focusing on vocational training in Metal cutting according to German standards at LILAMA 2 with the participation of 50 high school graduates across Viet Nam.

Vietnam’s socio-economic development strategy for the period 2021- 2030 targets having 40% of Vietnamese workers highly qualified with certifications by 2030. Nevertheless, according to the General Statistics Office of Viet Nam, only 26,4% of workers had such qualifications by the first quarter of 2023. The demand for qualified human resources is essential for economic development.

In the context of global integration, labour migration is an indispensable trend that directly impacts a country’s socio-economic landscape. Dr. Pham Vu Quoc Binh, Deputy Director of the Directorate of Vocational Education and Training (DVET), stated that ensuring safe and sustainable migration is a priority for Viet Nam and other countries. This approach can limit negative impacts and strengthen the positive aspects of the migration process.

Acknowledging these challenges, the programme has implemented activities to meet the increasing national and international demand for skilled labour workers, following sustainability principles. There are 02 groups of trainees under PAM Programme: home track and abroad track. The abroad track trainees received essential knowledge and information for future work in Germany, including support for recognition of qualifications in Germany, technical and language training as well as transcultural, soft skills training. Home track trainees are supported to study at the college level or join the Vietnamese labour market. All trainees receive a basic German training course, and well-equipped with technical and soft skills.

Within the framework of PAM, 43 trainees graduated. Of these, 14 pursued college- level studies, 19 trainees joined the labour market and 11 trainees received job offers from German enterprises. In the abroad track, 2 trainees migrated to Germany in April 2024, and other 9 trainees will migrate this year.

Mr. Ho Nhut Khanh, a PAM graduate working as a Metal cutting technician for Biersack Maschinenbau GmbH in Beilngries (Germany), shared: “I feel so lucky to be part of the PAM Programme. I have received abundant support in Vietnam and Germany. My working environment is nice with friendly and supportive colleagues. Compare to studying, I like working better as I find happiness in whatever I do and can live with my passion.”

The German enterprise highly appreciated the qualifications of its Vietnamese technicians. Mr. Michael Biersack, a representative of Biersack Maschinenbau GmbH said: “We give “good” assessment for the qualifications of Vietnamese workers. They have been well-prepared in technical knowledge before working. Just after 2 weeks of guidance, they can work independently.”

Dr. Pham Vu Quoc Binh expressed appreciation and sincere thanks for the Vietnamese- German cooperation, and emphasized the importance of PAM programme. “PAM can be considered the first pilot programme in Viet Nam and a good model to disseminate to other countries in the vocational and education training (VET) field. Vietnam’s participation in PAM improves national human resources’ quality and encourages legal and skilled labour migration, thus, developing the Vietnamese -German cooperation model in VET. At the same time, the collaboration contributes to the Government’s effort to enhance the quality of VET to international standards, meeting the growing demands of market, contributing to increased labour productivity and Vietnamese economic competitiveness.”

In the Final Meeting, GIZ, DVET and relevant stakeholders also discussed objectives and plans for the PAM follow- up programme.

The PAM programme is commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ) and implemented by Gesellschaft für internationale Zusammenarbeit (GIZ) in cooperation with the Ministry of Labour, Invalids and Social Affair (MoLISA) and the Directorate for Vocational Education and Training (DVET) as the focal point.
