The Vietnamese-German Programme Reform of TVET in Vietnam, in cooperation with Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Office Bangkok have successfully supported ADB in organizing a study trip for 8 High-Level Timorese delegates in Vietnam from 20^th and 21^st of August 2015. Members of delegation consist of representatives of first and second level management from various governmental organizations. The objective of the visit is predominantly for them to gain knowledge and experience from observing how Vietnam meet vocational education and training challenges, as it is their aim to improve skill levels to advance their socio-economic objectives in Timor Leste.

The focus of the delegation lies on the following topics:

• Over-arching administrative structures in workforce development
• National standards, qualification development and quality assurance systems
• Incentives for private sector participation and investments
• Achieving international recognition and alignment with ASEAN

The delegation has had informative meetings with top leaders of General Directorate of Vocational Training, Department of Overseas Labour (Ministry of Labour, Invalids and Social Affairs), Department of Technical Education (Ministry of Education and Training) and State Capital Management Corporation. The meetings provided the delegation with valuable insights into the on-going system in Vietnam as well as possible challenges to be evaluated, compared, and eventually adapted to the scenarios in Timor Leste.
