On November 25th, 2017, the Opening Ceremony of the school-year 2017-2018, the graduation ceremony and “The Open Day HVCT” took place at the College of Technology II (HVCT, District 9). The event was held for more than 1,000 trainees of HVCT as well as pupils of high schools and Centres of Continuing Education in the surrounding districts. On this occasion, Ass. Prof. Dr. Le Quan, Deputy Minister of the Ministry of Labor-Invalids and Social Affairs (MoLISA) and Dr. Horst Sommer, Programme Director of the Vietnamese-German “Programme Reform of Technical and Vocational Education and Training in Viet Nam” (TVET Programme) as well as leaders of the Viet Nam Association for Vocational Education and Training (VAVET) and the Vietnam Water Supply and Sewerage Association (VWSA) awarded the Certificates of Equivalence to the German standard to 23 teaching staff of HVCT and in-company trainers of 6 wastewater companies. Many representatives from MoLISA, DVET, VWSA as well as 30 enterprises, management boards, teachers, pupils of high schools as well as their parents also took part in the event.
From 2014 to 2017, in order to pilot the new training programme “Sewage Engineering Technicians”, 6 teaching staff of HVCT and 17 in-company trainers of wastewater companies in Binh Duong, Ba Ria-Vung Tau, Dong Nai, Khanh Hoa, Can Tho province and Ho Chi Minh City have been qualified oriented to the German standard. In the framework of the Field of Activity 3, the intensive further training was conducted by German experts from the Chamber of Industry and Commerce Dresden (IHK Dresden), the Dresden Sewage Company (SEED Dresden) and the Pirna Vocational Training Centre of Technology and Economy.
In September and October 2017, after three years of receiving further training, 23 teaching staff and in-company trainers took the final proficiency examination oriented to the German standard of “Sewerage Engineering Technicians”. All the 23 teachers and in-company trainers have passed the exam, which means they have a qualification equivalent to the one of a trained and recognised technician in Germany. The equivalence to the German standard regarding the quality and the procedure of the training, including examination and evaluation and therefore also in occupational competence has been certified by the IHK Dresden (Germany). Moreover, the equivalence to the German standard is also certified by the SEED Dresden, which is a German waste water company offering in-company vocational training phases and was directly involved in the examination and assessment process.
This event marks a new progress of TVET in Viet Nam, which is a huge effort to meet the needs of high quality skilled workforce for business sector and environment protection in order to timely respond to the challenge of global climate change.
“Vocational Training for Skilled Workforce in Wastewater Sector” is the Field of Activity 3 under the Vietnamese-German “Programme Reform of Technical and Vocational Education and Training in Viet Nam”, implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ).
