In the afternoon of 30/8/2011, the signing ceremony for Vietnamese-German projects “TVET System Advisory” and “Programme Vocational Training 2008” (PVT2008), two components of the “Programme Reform of TVET in Viet Nam” was held at the office of Ministry of Labour, Invalids and Social Affairs (MoLISA). The implementation agreements were signed by MoLISA and GIZ.
Participated in the ceremony, there were: from MoLISA, Mr. Nguyen Ngoc Phi, Deputy Minister, representatives from Departments of International Cooperation, Planning and Finance, Employment, Human Resources, and General Department of Vocational Training (GDVT). From German side, there were Mr. Jochem Lange, Country Director of GIZ Viet Nam, Dr. Horst Sommer, Coordinator for the Priority Area of Technical and Vocational Education and Training (TVET) and TVET/GIZ staff. Representing the programme’s partner institutes were Mr. Vu Minh Tan, Director of Viet Bac VINACOMIN Industrial Vocational College and Mr. Truong The Thu, Director of Bac Ninh Vocational Economic and Technical College.
On behalf of MoLISA, Deputy Minister Nguyen Ngoc Phi expressed his gratitude to German Government for the continuing supports to Viet Nam and appreciated significant technical contributions in the area of TVET over the last years. The programme components “TVET System Advisory” continued with a second phase and PVT2008 are committed contributions from German Government and based on results of previous TVET projects. The interlinked components are contributing to further institutional and systemic development in TVET by focusing on capacity building for TVET training and management staff, application of practical demand-oriented training concepts and political advisory services.
The Country Director of GIZ in Viet Nam, Mr. Jochem Lange acknowledged the close cooperation of Vietnamese Government and highly appreciated the achievement of the projects in the past years. He wishes the impacts will be further developed and replicated in these programme components.
The second phase of TVET System Advisory project will be implemented in 3 and a half years from 5/2011 to 11/2014, and PVT2008 will be implemented in 4 years: 2010 – 2014. The main purposes of these components are to improve the demand-orientation, quality and effectiveness of the vocational training delivery and the system as a whole, so that TVET in Viet Nam provides demand-oriented trained and qualified workforce to the labour market.
