During the government negotiations in May 2017 and the intergovernmental consultations in November 2018 the Vietnamese and German Governments confirmed their commitment for the continuation of the programme “Reform of TVET in Viet Nam” beyond the end of the current programme in August 2020.
In preparation of the next programme, that is planned for the period from September 2020 to August 2023, an appraisal mission was conducted by GIZ and the Vietnamese Directorate of Vocational Education and Training (DVET).
From September 3 to 13, 2019 the mission team engaged in discussions with policy makers and implementation partners of the programme as well as other stakeholders of the TVET sector. These included TVET institutes (VCMI College, LILAMA 2, HVCT), relevant associations (HAMEE, Center for Disability and Development, Vietnam Water Supply and Sewerage Association), enterprises (Hoa Binh Constructions, Siemens) and policy makers (DVET). The mission aimed to define objectives, indicators and the methodological approach as well as the partner contributions for a successful implementation of the next programme.
After two inspiring weeks in Hanoi, Ho Chi Minh City and the Dong Nai province, DVET and GIZ jointly agreed on:
The mission ended with the signing ceremony of the results notice between DVET and GIZ. Based on this agreement and the upcoming government negotiations, the programme’s concept will be developed and submitted to the German Federal Ministry for Economic Cooperation and Development (BMZ) for approval.
