From 16 to 20 October 2023, an exposure trip to Viet Nam to exchange on the Skills Development in Renewable Energy Sector was successfully organised in Hanoi, Ninh Thuan and Dong Nai with the participation of representatives from the Ministry of Education, the Vocational Education and Training Council, the Sector Skills Council for Green Jobs, the Power Sector Skills Council Energy, the Automotive Skills Council as well as GIZ technical experts from India and Sri Lanka.
During one week in Viet Nam, Sri Lanka and India delegations had an opportunity to meet with representatives of the Directorate of Vocational Education and Training (DVET) and some development organisations in Hanoi to discuss about collaboration activities as well as share information and experience on skills development in RE.
On 18 October 2023, the two delegations together with representatives from DVET, some partner colleges of the TVET Programme and businesses also had a field visit to Ninh Thuan Vocational College (NTVC), BIM Solar Power Plant and Phu Lac Wind Power Plants in Ninh Thuan and Binh Thuan provinces. All delegates have a chance to study training programmes related to RE, training facilities, quality assurance for RE training and Centers of Excellence in Renewable Energy in NTVC as well as skills demand and human resource requirements for the operation of Solar and Wind Power Plants.
Within the framework of the exposure trip, all delegations also have an opportunity to join a technical workshop on skills development in RE sector organised on 19 October 2023 in Ninh Thuan. The workshop was hosted by Provincial TVET Council and Ninh Thuan Vocational College with technical support from TVET Programme. The workshop attracted over 70 participants from local authorities in Ninh Thuan as well as neighboring provinces, DVET representatives, high-quality TVET colleges, leading enterprises and many experts from the sector. At the workshop, experts representing the different Skills Councils, TVET education agencies in India and Sri Lanka and NTVC presented their experiences in operating sector skills councils, Centers of Excellence in Renewable Energy, Provincial TVET council and its RE taskforce. Delegates also engaged in in-depth discussions on successful skills council models, skills need assessment studies in the three countries Viet Nam, India and Sri Lanka in the panel discussion on “Skills Gaps in RE workforce”. These are valuable lessons learnt for Vietnam in general and Ninh Thuan province in particular as they take the first steps towards improving the quality and readiness of the labor force for the RE sector.
The final stop of the exposure trip is the Green TVET Centre at the College of Machinery and Irrigation (VCMI) in Dong Nai on 20 October 2023. In this trip, besides visiting Green TVET Centre and facility for Green and RE training programmes, all delegates have intensive discussion and exchange on the green e-learning module and in-company trainer activities in Viet Nam. According to representatives from Sri Lanka, there are around 300 standards and occupations in Sri Lanka, but no specific module for green skills yet, therefore, this is very helpful and interesting exchange.
The exposure trip was organised by the GIZ implemented projects in Sri Lanka and India and the TVET Programme is the focal point for the trip. The objective is to maximise GIZ’s technical contribution by learning experience and knowledge exchange among different partner countries, particularly SSC mechanism and skills development for the RE sector among the GIZ TVET Clusters of Sri Lanka, India and Viet Nam.
