Time and location: 13:30 – 17:30, 22 August 2023, Hanoi
Since 2022, the Programme “Reform of TVET in Viet Nam” (TVET Programme), along with consultants and core multipliers from 11 partner TVET colleges of GIZ, has researched and developed the Digital Literacy Training Module for vocational education and training (TVET) in Vietnam. The development process of the Digital Literacy Training Module is as follows:
- September 2022: Developed work requirements, implementation plan, outline, and project design on research methodology, set of survey and interview questions.
- October 2022: Studied legal documents in Vietnam regulating learning outcome, national vocational skills standards, Informatics training programmes, the TVET strategy, the national Programme of Digital Transformation in TVET as well as other relevant digital literacy documents.
- 10 – 11/2022: Conducted surveys, in-depth interviews, consultation meetings to assess the current status of the Informatics subject MH05 and digital literacy.
- 11/2022: Developed the syllabus and learning outcomes of the Digital Literacy Training Module and guidelines.
- 12/2022: Seek comments from experts, businesses and 11 partner TVET colleges of GIZ on the first draft of Digital Literacy Training Module for.
- 30/12/2022: Presented the Digital Literacy Training Module and collected comments and advice from representatives of leaders, Institutes, Departments, Offices of DVET, rector boards, head/deputy heads of functional and academic departments, teachers from 11 partner TVET colleges, 6 enterprises and experts. The research team consolidated all comments into the Digital Literacy Training Module.
- 21/02/2023: The TVET Programme sent an official letter to DVET to propose a pilot of the Digital Literacy Training Module.
- 29 – 30/05/2023: A workshop was organized in Nha Trang to introduce the Digital Literacy Training Module to 11 partner TVET colleges, and further discussed and collected comments and advice on training content and implementation methods. The updated version of the Digital Literacy Training Module was then sent to the Formal Training Department, DVET.
- 27/06/2023: Upon request of the Formal Training Department, the TVET Programme sent DVET an official letter requesting DVET to organize an assessment activity of the Digital Literacy Training Module before circulating it to TVET institutions for application.
On 11/08/2023, DVET issued Decision No. 231/QD-TCGDNN on the establishment of the Assessment Committee of the Digital Literacy Training Module. Committee members included the Chairman – Dr. Nguyen Nhat Quang, Senior Consultant on Digital Transformation; Dr. Kieu Thanh Chung – Vice Chairman, Head of IT Faculty, Hanoi High-Tech Vocational College; Dr. Ha Xuan Vinh – Secretary, Head of Education and Training Department, Hue Industrial College; Dr. Ha Duc Ngoc – Member, staff of Formal Training Department, DVET; Mr. Pham The Phong – Member, Dean of IT Faculty, College of Machinery and Irrigation; Mr. Nguyen Trung Nghia – Member, Manager of Recruitment and Organizational Development, Schaeffler Vietnam; Mr. Bach Hung Truong – Member, Head of High Quality Training Institutes Component, TVET Programme. The Commitee has the mission to:
- Comment and evaluate the syllabus and guidelines of the Digital Literacy Training Module.
- Organize an assessment activity and take responsibility for the assessment quality of digital literacy training module.
- Report assessment results to DVET for decision on wider application of the Module.
On 22/08/2023, the Assessment Committee officially held an assessment activity of the Digital Literacy Training Module in Hanoi. The research team presented the development process, training content and guidelines of the Module. The Assessment Committee shared opinions and detailed recommendations.
After an internal discussion, the Assessment Committee shared general comments as follows: “The Digital Literacy Training Module covers training contents of the Informatics subject (MH05), meets demands of the industry and labour market, and get closed to international digital literacy standards”.
On behalf of the Assessment Committee, Dr. Nguyen Nhat Quang concluded that the Digital Literacy Training Module is a dedicated and intellectual product which was developed in a careful, detailed, clear, and logical manner by the Research Team. The Committee agreed that “the Digital Literacy Training Module meets assessment criteria with some further revisions” and requested the Research Team to consolidate all comments and submit the final version to the Committee for a final review before submitting it to the Director General of DVET for approval and guidance on wider application and use.
