MODULAR BASED TRAINING PROGRAMMES FOR COOPERATIVE TRAINING ACCORDING TO INTERNATIONAL STANDARDS

1. Introduction
The Government of Viet Nam is supported by the German Federal Government through the Vietnamese – German Cooperation “Programme Reform of TVET in Viet Nam” (TVET Programme). This Programme is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) together with the Vietnamese Ministry of Labour, Invalids and Social Affairs (MoLISA). The TVET Programme has supported partner TVET Colleges to develop training programmes for technical occupations that are in line with Vietnamese regulations and international/German standards. These training programmes are flexibly used for the implementation of cooperative training at TVET institutes and “on the job” in enterprises. At LILAMA 2 International Technology College (LILAMA 2), the training programmes for Mechatronics, Industrial Electronics, Metal Cutting, and Construction Mechanics were developed and are successfully implemented. At the Vocational College of Machinery and Irrigation (VCMI), the training programmes for Electronics for Energy and Building Technology and for Mechanics for Sanitary, Heating and Climate Technology were also developed and are implemented. All training programmes have been developed on the basis of (i) the needs of business sectors in Viet Nam, (ii) the German occupational standards, (iii) the Circular No.12/2017/TT-BLDTBXH of the Ministry of Labor, Invalids and Social Affairs stipulating minimum knowledge amount and required competences for learner upon graduation of the intermediate and college qualification levels. The training programmes were jointly developed by LILAMA 2 and VCMI teachers, technical staff of partner companies, GIZ experts, and international short-term experts. The highest levels of all six training programmes have been assessed and recognized as equivalent to German standards regarding the practical and theoretical content by a German Chambers of Craft, the responsible bodies for quality assurance in the German dual vocational training.
2. Characteristics of the training programmes
The training programmes are demand oriented and highly permeable between different training levels. They also meet the requirements formulated in Circular No.03/2017/TTBLDTBXH of the Ministry of Labor, Invalids and Social Affairs prescribing the procedures for development, appraisal and issuance of the curriculum. The modules are practice-oriented from basic to advanced level with integrated elements of:
- Digitalisation and I4.0- Greening TVET, environmental protection
- Occupational safety and health
- Gender and Inclusion
3. Structure
Training programmes are designed at different levels as follows:
- Training programme for intermediate level (approx. 1.5 years)
Besides the general compulsory subjects specified by MOLISA, learners need to complete 6 technical modules to obtain competencies, knowledge and skills of the occupation at intermediate level. - Training programme for college level (approx. 2.5 years)
Besides the general compulsory subjects specified by MOLISA, learners need to complete 10 technical modules to obtain competencies, knowledge and skills of the occupation at intermediate and college levels. - Training programme for advanced college level (approx. 3 years)
Besides the general compulsory subjects specified by MOLISA, learners need to complete 12 technical modules to obtain competencies, knowledge, and skills of the occupation at intermediate, college and advanced college levels that is equivalent to international/German standards.
To enable pathways and lifelong learning, also separate training programmes for students that graduated from a lower level have been developed:
- Training programmes for intermediate level transfer to college level
After graduation from intermediate level, learners may transfer to college level and need to complete 4 additional modules (from module 7 to module 10) - Training programmes for college level transfer to advanced college level
- After graduation from college level, learners may transfer to advanced college level and need to complete 2 additional modules (module 11 and module 12).
With this training programme structure, TVET institutes can flexibly implement cooperative training at different levels at their own institutes and at partner companies according to needs and capabilities. In addition to long-term training at intermediate and college levels, TVET institutes can also apply/ modify training modules to implement short-term or advanced training for workers and job seekers according to specific requirements.
