On 4 and 5 June 2019, a training workshop on greening TVET institutes and integrating the Basic Module on “Environment Protection, Energy and Resource Efficiency” into their current training offers was organised at Ly Tu Trong College, Ho Chi Minh City. The module covers the basic cross-occupational skills required by the business sector and includes 3 standalone lessons namely energy and resource efficiency, waste management and handling hazardous chemicals properly and eco-friendly. Participants are directors and vice directors of TVET institutes in Ho Chi Minh City, especially focal colleges and colleges of high-quality.
Following this workshop is another three-day workshop from 6 to 8 June 2019 on implementing the Basic Module on “Environment Protection, Energy and Resource Efficiency” for 20 teachers from these 11 TVET institutes. Trainers of both workshops are teachers and managers of Vocational College of Machinery and Irrigation (VCMI, the future Centre of Excellence for Green TVET), who have been trained as multipliers to provide further training to teachers and managers of other TVET institutes.
The two training workshops are implemented under an agreement between DOLISA Ho Chi Minh City and Programme “Reform of TVET in Viet Nam”-GIZ to support the integration green aspects into the TVET training offers and the operation of TVET institutes in Ho Chi Minh City to meet the requirements of the green development and green economy of this biggest metropolitan city of Viet Nam. Mr. Ralf Hill, GIZ Integrated Expert, in his opening remarks on behalf of GIZ, stated “In the long term, the cross-occupational skills covered in this basic module will help to achieve a change in the minds of trainees, teachers, workers and the community. Only with such a change of mindset we will achieve a change in attitudes and behaviour which is the key basis for green growth”
After the two training workshops, the 11 participating TVET institutes will each have their specific plan to implement their greening process, part of which is the implementation of the basic module. They will report the results of the pilot implementation of the Basic Module to DOLISA Ho Chi Minh city, basing on which DOLISA Ho Chi Minh city will synthesize an overall report to the Ministry of Labor, Invalids and Social Affairs, Directorate of Vocational Education and Training (DVET), the People’s Committee of Ho Chi Minh City, as the basis to assess the possible multiplication of the Module at TVET institutes in the city to integrate green aspects into TVET training offers. Speaking to leaders of the 11 participating TVET institutes at the first workshop, Mr. Nguyen Van Lam- Vice Director of DOLISA Ho Chi Minh emphasized “If we want to develop sustainably, greening TVET is no longer a choice, it’s a must.”
The Basic Module on “Environment Protection, Energy and Resource Efficiency” is the result of one year’s work by a group of 10 teachers from VCMI with close cooperation from the business sector and coaching by GIZ experts. The basic module is a full package with lesson plans, interactive teaching materials, slides, templates and handouts and multiple-choice questions for end-of-lesson assessment.
This activity is held within the component “Support for Centres of Excellence for TVET” as part of the Vietnamese-German “Programme Reform of TVET in Viet Nam”. The programme is financed by the German Federal Ministry for Economic Cooperation and Development (BMZ), implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) together with the Vietnamese Ministry of Labour, Invalids and Social Affairs (MoLISA).
