Hanoi, 26 June 2015 – Today, the Vietnam Vocational Training Accreditation Agency (VVTAA) of the General Directorate of Vocational Training (GDVT)/MoLISA and Deutsche Gesellschaft fuer Internationale Zusammenarbeit (GIZ) GmbH signed a cooperation agreement on the integration of quality management instruments, developed and implemented in the framework of the Vietnamese German “Programme Reform of TVET in Viet Nam”, into the Quality Assurance System for TVET institutes in Viet Nam. Three quality management instruments (enterprise survey, tracer study, and workshop management) will be piloted at eight selected TVET institutes before the nation-wide application of these instruments at TVET institutes in TVET system in Viet Nam.
At the kick-off workshop held today in Hanoi the three instruments were introduced and the implementation plan of the cooperative activities were discussed and agreed on with representatives of the selected TVET institutes. VVTAA and GIZ will jointly coordinate advisory services and capacity development activities for management and staff in-charge of quality assurance at the selcted TVET institutes on the effective use of the instruments. It is planned to conduct basic and advanced training courses on the implementation, data analysis and writing of the reports on the results of tracer studies, enterprise surveys and the implementation plan of workshop management. Field trips will be conducted in order to coach the TVET institutes’ assigned staff during the implementation phase and final workshops will allow to share the results of the instruments as well as the lessons learnt during the implementation phase.
After piloting the three quality management instruments at the selected TVET institutes, they will be integrated into the Quality Assurance System of GDVT and thus applied at TVET institutes in TVET system in Vietnam. The implementation results of these instruements will support GDVT to steer the TVET sector in Vietnam in an evidence-based and results-oriented way. Furthermore, the Quality Assurance System will provide systematic feedback to the TVET institutes on the quality of the provided training and will indicate opportunities for quality improvement.
