February 2011: Signing of the Minutes of Meeting

Following the commitment made at the Government Negotiation of October 2008 between Governments of Viet Nam and Germany and further to an evaluation and selection process of one out of three candidate TVET private institutes of Viet Nam in 2010, an appraisal mission was conducted to HaiPhongPolytechnicBachNgheVocationalCollege. During February, 20^th and March 4^th, 2011, an appraisal and planning mission was conducted by Dr. Klaus Meininger, Senior Programme Advisor from GIZ Headquarters with participation of representatives of GDVT, GDVT-PMU and GIZ-TVET office in Viet Nam.

While issues related to status quo and potentials of implementing German-supported project were assessed at the site evaluation, the appraisal mission had the objective of further clarifying issues required for the development of a project proposal for submission to and approval of BMZ of Germany. These included among others potential training demands in the region, cooperation of Hai Phong TVET instittue and enterprises, commitment and support of stakeholders such as DoLISA of Hai Phong city, and occupational field of support.

With its findings, the mission confirmed results and recommendations of the site evaluation. The mission team earned positive impression about the institute in terms of a strong staff team, strong commitment and leadership of the management, of support and trust that local authority has for the institute as well as training experience and potentials of the institute, in particular of the selected field of support: metalwork (including CNC).

This is the first project supporting a private TVET institute in the frame of bilateral Vietnamese-German Technical Cooperation. The project has a focus of capacity building (training and further training teachers, instructors and managers, update and development of training programmes to the relevant standards, etc). Thus, both Vietnamese and German partners look forwards to new experiences be generated from this pilot project with a private TVET institute, and to gaining useful reference for the further development of the Vietnamese TVET system in line with the strategy 2010 until 2020.

The mission was concluded by a signing ceremony of MoM among GDVT/MoLISA, Hai Phong TVET institute and GIZ on 27 February 2011.
